Try this site for the main patch-scroll to the bottom of the page.

BUT in order to install that patch you will first need to install the core update from link below. Download link below don't seem to be working as you said. It has in the past.
That core patch is only about 277kb. But you need it because that installs current and future updates.

I think you need to have bought the game from GamerGate to access there patches as they show up with your games downloads when you are logged in to your account.

Edit/ I think the Matrix version is already patched to the latest version anyway, though the DLC is not available from there as of yet.

I have early English version of APOS from Gamersgate. Not sure if it includes the latest patch.
Where can I find the latest patch Feb 2012.

I logged into my account from gamersgate and the 7c patch is there, in my gamersgate library.That is where I installed my 7c patch from.
