Can my "Dell Latitude 3440, 8Gb RAM, Integrated Intel HD Graphics, No dedicated graphic card" run SABOW?

Welcome Frankie! I think yes. Intel HD is a poor video card for games, but your laptop also has nVidia GeForce GT 740M as I can see from the specs.

You can try the demo. As far as I know there isn't SABOW demo, but there is one for GTOS. And both games have very similar, if not identical engine. So if your PC runs GTOS demo, it will surely run SABOW.

And who knows, you may like and buy GTOS too. Both games play very similarly, but GTOS doesn't have the first person simulation element, and it's more oriented on WW2. At least the base game. Modern campaigns can be bought as DLCs.
