Achtung Panzer Operation Star "Runing or Installation troubles"

Hi, I'm new to this, so i hope i'm going about this right i've bought the achtung panzer operation star
And i'm runing windows xp 32bit all my drivers are "up to date" an i've installed & uninstalled this
Game 7or8 times and when i start the game all i get is "last_bug-Notepad Critical error 003: Unable to create Rendering engine"
Any suggestions would be greatly appreciated

Looks like a problem with either the video drivers, or DirectX. If the drivers are up to date, try (re-)installing DirectX 9 (June 2010) from docs/support/redists/directx_june2010_redist.
