Game hangs up and get message; "starter.exe" is not responding.  Also, when opening encyclopedia, vehicle images do not display.

This is most probably an issue with Nvidia drivers. Try installing the latest or one of the previous versions of the drivers. See this thread: http://steamcommunity.com/app/275290/discussions/0/458604254428325410/.

P.S. I recommend to not post screenshots containing your windows product key or other such sensitive info for your own safety.

Thanks.  I tried the NVIDIA driver uninstall utility and then did a reinstall.  Still no images in the encyclopedia, and the video in the game looks wrong.  Any suggestions?  If not, I may just ask Steam for a refund.
