Lethal is there anyway to make that available without registering at the FGM site?

There is a small team over at FGM working on the final draft.
The intention is to make it available to the community.
Just need to find an online home for it.  Need to speak to the Mr FGM re hosting it there.

The "release" version of the manual (20 Aug 19) is available at the FGM.  Have to sign up, but a minor inconvenience for what you get.
