I have two questions from the operational phase:

How exactly is a unit affected  if it is encircled? Does it only lose morale?

At the start of the operational phase there is small text written under units, when something changes/happens. I understand most of it but what does it mean if a unit gets: combatant +1?

Yes if it not a scout unit.

it's a bonus for active platoon (non disabled or broken) in rules for some operations
