Yes.  All operations continue as normal until the other side agrees to the ceasefire AND the count down timer reaches zero.

I find the hostilities to be more intense as the timer is counting down after accepting a cease fire.

I would think if you issued the hold fire command then they would hold fire regardless if a cease fire was requested or not.

You may have to observe that for yourself next time a cease fire is requested and see if the hold fire unit returns fire if attacked during the cease fire request.

I rarely issue the hold fire command so I can't give you a definitive answer to your question.
