Cant create new operation after latest update

Hi guys,
I did a clean install and patch to the update here: http://graviteam.com/forum/index.php?topic=10223.0
When I tried to create a new operation it said it was successful.  When I tried to open it I noticed it didn't create the file .camp? that it needs to load.  And when I browsed the folder where the operation was supposed to be most of the required files weren't there.
