questions about settings & mods

Hi, i've a couple of quick questions about APOS:

1. What does option setting 1.02 difficulty do when set to "hard"? Does it give some advantage to the enemy?

2. Where can I find mods made by users?

By the way congratulations on a brillant tactical simulation!
