What is the small blue dots that sit in the top left of the command panel squares?

I think it indicates a level of command points the action will cost you (the blue bar on top of the screen). Light blue dot means the highest cost, dark one less, no dot costs the least. Someone correct me if I'm wrong.

Yeah, I know.  Grin I guess my explanation could have been more clear...

So, as i'm sure you know, each order you give will reduce the command level and will eventualy prevent you from giving new orders. The command level is indicated by the blue bar. But not all the orders reduce the command level equally. How much each order reduce the level is indicated by the blue dots. Light blue dot (e.g. Arc of fire) will reduce it the most. Dark blue dot (e.g. Fire at aircraft) will reduce it less, no blue dot (e.g. Attack) will reduce it only slightly.

Try it in quick battle and see how much each order reduces the command level.
