Congratulations, people, Kharkov '43 is officially announced in Russia and other ex-Soviet countries as "Линия фронта: Битва за Харьков" (Front roads: Kharkov 1943).
release date: October 23 2009.
Still no any information about release in Europe and America.

The downloads page looks like it's getting ready to have links to a demo.  Any idea when the demo will be available?
